Is there a town/city type where I can start with dirt roads and it will automatically change to paved at some point  Questioning

If so, what are the necessary numbers  Questioning

I don't think that the dirt roads change. . . only the paved one. .

Taz..the dirt roads, so far, do not seem to change to paved...the contemplative ones DO upgrade with the great oil lamps, but so far that's all I've found!

The first, the Twin Pagodas near Contemplation Bridge, with the windfarms in the distance!

The second, from the northside of the Hallu river, the Twin Pagodas at sunset

The third, the south section of Settlement Square.

The fourth, two of the wooden bridges spanning parts of the Hallu.

The fifth, a colorful tractor at our colorful sugarcane factory!

The second, sitting off the beaten path, one of Hallu Commons' three school houses...

The third, another view of the windmill that is the town's centerpiece!

The fourth, a schoolhouse, buddha and a country road...and the livin' is easy!!!
