I'm obviously Oblivious to Oblivion 

Ummm, I've been looking through the manual which tells me about the different panels like the character or the inventory or perhaps maps, and alchemy and that sort of stuff, BUT I do not find the actual keys needed to be pressed to open those panels.  It's about to have me pulling my hair out.

I understand the TAB key brings up the inventory type menu, but I am failing to find any other keys to open character window, alchemy window etc.

Also is there a way to bring up a hotbar so that I can see what I've assigned to the 1 through 8 keys?  I'll be damned if I can remember what I've assigned to each one when Im in a battle it's near impossible for me to remember without seeing them somewhere on my screen.

Im really finding it tough to see how people enjoy this more than Two Worlds at this point but maybe much like two worlds took more than 2 hours to enjoy, Oblivion for the Oblivous takes also more than 2 hours.

Okay, apparently it's the F1thru F4 or F5 keys that bring up the different menus, and then Tab key brings up the last opened menu.

One thing out of the way.

Is there also a way of having the hotkeys 1 thru 8 displayed on the screen as most RPG games do in a hotbar?

Not that I know off CB....unless someone has made a mod.  I haven't browsed the mod section for a few weeks.
