Railworks 3 is not too bad really, but the addons cost a mint :(. The world editor takes a bit to get your head around but I found youtube a good place to go to learn how to build platforms, making rules for your trains etc. I am still learning this bit.
The best train sim for building routes is Trainz 2012, which was on special at Steam. This game is a lot of fun and there are heaps of free fan made mods, routes, scenarios at the download station. The graphics are perhaps not right up with RW3, but they are still great. I love the speed trees in trainz, though there is a love hate relationship with other folk. Route building (for me) is a lot easier with this sim. To download the goodies from the download station, the game does need to be registered and a first class ticket needs to be bought. It is cheap and definately worth it as the downloads are pretty quick
