I have a problem,

I can not build an oriental island my rank is too low.   But I can't get any prestige to increase my rank I need advice?

I hired the robber camps to destroy guys island but now I need to build a surgeon house and provide William with 20 glass.   So I need patricians, and that means spice, but there is no where to get it!  :(

Is the only option to buy spice from the trade fleets?  I'm not even sure I have the option of adding it to my warehouse orders!

Any advice would be grand!

I don't know how to solve your problem, but from what I do recall I don't think you can get an oriental settlement in the second scenario.

From what I remember, some of the items you have to trade to get, but that is usually only for higher up items.  Make sure to trade with the orient, once you do that they grant you a ship so you can build an oriental settlement as Virmin said and then you will be able to get some of the other items that you need.
