Version 3 of Globexco's Unlocker mod is available (has been for a while now I guess, I only found out a couple days ago). Very nice and looking more and more polished with each version.
The best addition to the mod IMO, is it finally adds a 'save' game button to the options panel, so that we don't have to go 'back' to auto save, we can now save as we choose!http://www.simtropolis.com/stex/details.cfm?id=24723First steps:
* Download the .zip from this page (click on "Download") and unpack it - you'll find a setup.
* As usual, remember to install the Moaku sandbox mod (latest version) and to remove any previous version of Unlocker!
* Run the installer.
* Choose your paks folder (Program Files > CitiesXL installation path > Paks)
* Choose features to install. See the "Content" section for more info.
* Read carefully the readme.txt included (Program Files > CitiesXL > Paks > Unlocker)
* Run the game and enjoy!
* Run again installer to add features.
* Manually remove features...
Not allowed mods:
* Any other unlocker is not supported by this mod, remove them. If you want to keep them, you should not report any bugs.
Known bugs:
(do not report these bugs, I already know them!)
* You need to unlock buildings everytime you enter the city.
* SkiLift, Telecabin and Telechair crashes when selecting.
* Error in railroad model.
* Using high settings (in the advanced panel) you'll see pedestrians everywhere on railroad.
* You can't destroy blueprints in the "normal way" (you have to select the building and then press the button [canc] or [delete] on your keyboard)

Further developement:
The last, big release of this mod is near. Version 4 will be relased as soon as I get CitiesXL 2011. The 2009 edition will include some code fix from 2011 version. While a new edition, 2011 only, is planned.
One or more patches will be released, mainly to fix railroad bugs.
History:
August 2009: First Menu mod released by Nilo in CXL Beta forums. Most of the features and ideas are implemented for the first time here.
October 2009: After the release of my first mod, I've been contacted and "enlightened" by Moaku...
November 2009: When Monte Cristo banned unpacked mods, a "black period" started for modding. Some mods were released, at CitiesXs... but most of the experts
disappeared in few months.
June 2010: First RePacker tool released, modding starts again! First release of the Unlocker Mod. For buyable content reason, the second version is out in three
weeks. Kiwispanker releases a quick fix too.
July 2010: Simtropolis contacts Focus... The unlocker mod is officially approved.
August 2010: Third release of the Unlocker Mod
