Everytime I build an Army Base, it remains empty all the time, even when I hire more than one general.

How can I get it to function properly?

I'm trying to remember correctly but I believe that your soldiers have to be high school educated (I could be wrong).  Also, you need to have enough tropicans to fill the base up as well.

Also military modernization edict will be necessary to make the housing on the base equivalent to the apartment buildings on our island.

Caveat: I do not own or play T3, so my comments are based on T1 plus what I have read posted in forums about T3.

Not to be insulting, but (of course) the Base is limited to housing Soldiers & Generals plus their families. Therefore, it is only they who are to be attracted (sorry if that is a "duh!").

TomN is correct that the MM decree raises the inherent housing quality of the base.

T3 made a couple of changes from T1 which need to be accounted for. First, the T3 Base includes only one inherent service besides housing, so the others have to be provided nearby (or not). Second, the introduction of the 'Transport Tycoon' feature upsets the idea of nearby Guard Posts (and/or Armories) being employment places likely to provide residents for the Base.

Yes, naturally I was aware that the Army Base only served housing and healthcare for soldiers/generals and respective families.  The problem was that many times I had an Army Base run by one or two generals, and these generals, as well as the soldiers, wouldn't move to the Army Base.  They were all staying in tenements and whatnot.  It was a bit frustrating because I kept getting those notifications saying 'the soldiers are not happy with their conditions, they want better housing and healthcare', etc. , while having an empty Army Base.

But in my last game I managed to solve this, somehow. . .  I tried to evict some soldiers from tenements to see if they would go to the Army Base and, well, after a while, some of them did.  I understand now that it takes a lot of time before they decide to move.  Probably there wasn't a problem in the first place, I was just too impatient.  Some things happen very slow in this game!
