I voted for CivCity: Rome and this is why.  I have played all the Caesars but CivCity Rome is just better.  The graphics aren't the best but it has some intuitive tools and and interesting campaign, always a plus.   :) The mix of war and building also worked well together and I still come to it all the time even after I get my new games.
