That is interesting, because my Tropico 3 is a retail version (dvd disk) and Absolute Power is a digital download from Impulse.
That may explain the problem.
And that above picture from the game is exactly what I see.

That's exactly what they told me too, they said that my store bought Tropico would not be compatible with the steam version of AP, so I picked up steams version of Tropico when it was on deep deep sale for under 10.00 I believe so that I could use steams version of AP.

I just went into the local best buy store a week or three ago and they have consolidated the PC titles even more.  What used to be at least 5 shelves high and both sides of a 25 foot shelving unit is now little more than one shelving unit about 10 feet long and 3 shelves high with the vast majority of PC titles being duplicated on the shelves with many many copies of the same old games so it's digital purchases exclusively for me now, with a very rare occasional store bought game if steam doesn't have it.

On the Kalypso forum, the staff is telling Polarhki that they suspect that his disk is "faulty" and he should obtain a replacement.

They think the fault in the disk causes an incomplete installation.

Just reporting. I think you have a full set of speculations by now.

Just in case here's another 2C's to speculate. I have the box version of T3 and purchased the expansion (Absolute Power) from GamersGate and it works with no problems.

After reading about having to buy both from the same place, I eMailed GamersGate and asked. Their reply was;
"Unlike most other digital distributors GamersGate do not manipulate the games so it should not be a problem, but I have not heard anything about that yet. Probably a good sign."
