Well we must only wonder what it takes to implement something like EL Trains.  It took them long enough to produce busses that I have to wonder what might be involved in producing something like EL Trains and I guess it's up to the individual to decide if something like mass transportation is something part of the core gameplay or not.

We would have to ask ourselves.
1. Can the game be played without the mass transportation item?
2. How much if any, does the game suffer from not having said transport item?

Personally, my gut feeling is that I'd like to lump all sorts of mass transport into the core game functions so that they're all free, however my brain wants to say that the game can be played without them and they are more fluff items than anything else since they're not really necessary to play the game, however they would be fun to have in the game to make a city look more realistic or just plain fun.

And yes, I think your guess is right, and MC will be producing all kinds of gems and addons that we will be paying for if we want them.  Nice thing is we have a choice and don't have to buy them like paying for a monthly subscription had people doing (I was not one of them however as I refused to pay to MC for a monthly on CXL)
